| Abstract: | The topic is attractive due to the fact that it is not as well developed as the problem of the ParacelIslands and the conflict between China and Vietnam in the South-East Asia. For Beijing the Gulf of Tonkin was of secondary importance until recently, but the new approach of the Chinese diplomacy enabled China to change its maritime policy. China used the negotiations as an opportunity to show to other countries its bona fide regarding the resolution of maritime disputes. In accordance with “diplomacy of the periphery” China proposed to the Vietnamese government to get back to negotiations on land boarders (the agreement was signed in 1999) and then for the first time in history on maritime delimitation in the Gulf of Tonkin in 1992-1993. As the result the Vietnamese maritime policy had significantly changed due to renovation of the military maritime forces of Vietnam. For China and South-East Asian countries it meant that a new maritime country and a new regional force in the South China Sea had appeared - Vietnam. The situation was new: Chinese “diplomacy of the periphery” and creation of the “maritime” Vietnam. The problem of land and maritime boarders in the north of Vietnam and the Gulf of Tonkin remained unsettled. The author tries to show different tools used by both parties in the negotiations in the case regarding maritime delimitation between China and Vietnam in the gulf of Tonkin. Moreover, based on the negotiations, the author assesses the China - Vietnam relations in the broader sense taking into account characteristic features of national traditions of both states. |
