Publication decisions

The final responsibility for decision of acceptance or rejection of a submitted manuscript lies with the Chief Editor. TheChief Editor is guided by the general policy of the journal's Editorial board and by the corresponding provisions of the current Russian law regarding copyright infringement and plagiarism.

In selection of manuscripts for publication the Chief Editor takes into account the opinion of Editorial board, members of the staff and the reviewers.

Fair play

In evaluating the quality of a submitted manuscript, Chief Editor is guided only by its professional and intellectual merits. His decisions aren't influenced by such factors, as origin and citizenship,religious belief, race, gender, sexual orientation or political philosophy of the authors.

Confidentiality

The Chief Editor and the Editorial staff do not disclose information about a submitted manuscript to anyone. Only reviewers can examine the materials submitted to the editors.

Conflict of interest

Materials from unpublished manuscript can not be used without the written consent of the submitted manuscript’s author.

Duties of Reviewers

Peer review should assist the Chief Editor in making a particular editorial decision regarding the submitted material. It may also assist the author in improving the paper.

Promptness

Any reviewer who feels unqualified to professionally review the submitted material or is unable to complete it within the required timeframe should notify the Chief Editor (or his First Deputy), and excuse himself from the review process.

Confidentiality

All submitted manuscripts are treated as confidential documents.

Standards of Objectivity

Reviews should be objective. Personal criticism of the author is absolutely inappropriate. Reviewers should express their views clearly with sufficient supporting arguments.

About Sources

If the reviewer considers that any conclusions or arguments of the article’s author were already described or published earlier by other researchers, they should accompany their opinion by relevant remarks.

The reviewer can also call to the author’s attention to any substantial textual similarity or overlap between the manuscript under consideration and any other published paper if they have personal knowledge of such papers.

Conflict of Interest

Any information or ideas obtained by the reviewer through peer review are strictly confidential and can not be used for personal advantage or to be transferred to third parties.

Duties of Authors

Only accurate data should be represented in the paper submitted by the author.

A paper should contain sufficiently detailed information about the used sources and literature and relevant notes in order to draw attention of other researchers to them. It is unacceptable for the author to use inaccurate citation or to knowingly distort the ideas from sources and literature used.

Originality and Plagiarism

The authors should ensure that the submitted manuscript is an original piece of work, and doesn't contain plagiarism including lengthy quotes and slightly modified text as well as diagrams, graphs, tables published by other authors. If the authors have used the work of others or quoted it they should provide the information about the used sources and the quotes given should be absolutely accurate.

Multiple Publication of the Same Manuscript

An author should not publish the same manuscript in more than one journal or primary publication. Submitting the same manuscript to more than one journal concurrently constitutes unethical publishing behaviour and is unacceptable.

Acknowledgement of Sources and Literature

Proper acknowledgment of other colleagues, which work on the same topic, must be given. Authors should cite publications that have been influential in determining the nature and content of their own work.

Authorship of the Paper

Authorship should be limited to those who have made a significant contribution to the concept or interpretation of the reported ideas. All of them should be listed as co-authors. Where there are others who have participated in certain aspects of the research project, their contribution should be acknowledged by authors.

Errors in published works

When the author discovers an error or inaccuracy in his/her own submitted work, it is his obligation to promptly notify the journal editor and to cooperate with the editor to retract the paper or correct the mistake made.
